Rivierian

 This is probably what a Rivierian living on the plains / near the coast would wear. I'm not so sure, though, as I haven't world built there yet :> That aside, this is another position that is refence free! Well, accept for the hand. I haven't gotten those down yet. But everything else is from my head! :D
